How to manage acute appendix perforated?

10 years old boy with acute appendix( perforated) confirmed by ultra sound, admitted in a hospital of a pediatric physician by his advice.Doctor treated six days with I .V fluids for six days. On sixth day he referred to another emergency hospital for appendectomy .surgery operated up on at referred hospital immediately.Is it considered as medical negligence of previous doctor ?
