If life has a price "as confirmed by conservative logic", should a cost benefit analysis be performed?

On each expectant mother - and if the cost of the child to both the mother and potential taxpayers come out too great - say an amount like 15000 dollars that should cover any potential fixed cost problems like a broken leg or an appendectomy. Any thing beyond that, then the cost is too great and the child aborted? That way, the poor gene pool would get weeded out, the mentally handicapped and the useless mouths like muscular dystrophy sufferers would then never become a burden to the taxpayer. They could then change their names from "Pro Life".. to the more accurate "Pro Good Genes".
